Questions about Permissions

Will readers need a password to open it?

No. Permissions restrict what can be done once the document is open. To require a password to open it at all, use Encrypt PDF.

Are these restrictions absolute?

No. Permission flags are honoured by well-behaved PDF readers, but the content is not encrypted against a determined user. For real confidentiality, encrypt the file or redact the sensitive parts.
